After the Housing Act of 1949 was established, cities and states in the United States built thousands of housing units for low-income families. This paper argues that such large social investments could be sustained only through the steady, rapid growth of the economy of the United States, and a political agreement among business, labour and government that the proceeds of such growth would be shared equitably.
