Milk and sugar: a comparative analysis of cooperative politics

This paper presents a comparison of the successful sugar co-ops in Maharashtra and milk co-ops in Gujarat, India. The focus is on how they differ in their political articulation: politicians in the sugar co-ops, managers and technocrats in the milk co-ops. Causes and consequences of these differences is explored.
