Research has shown that Bangladesh has an abysmal record on governance and is one of the world's most corrupt countries. The paper addresses why Bangladesh's development NGO sector has not made a contribution on the governance front. The paper argues that while Bangladesh is reported to have more NGOs than other developing countries, those organisations have narrowed their focus on service delivery and microcredit provision. Research suggests that developmental strategies of these membership-based groups have consequences for both development and democracy in the country.
