This report studies the 1985-88 movement of refugees to Ethiopia and northern Sudan. Beginning with the Dinka and Nuer, the root causes of the movements are examined, as are the responses of international donors to the crisis. Concepts explored include: different meanings of famine, and the relationship between policy and practice of officials.
