Between the market and state: can informal insurance patch the safety net?

This paper discusses the question of informal insurance, often a means for low-income households in developing countries to cope with adverse economic events. These informal systems, however, are often inefficient, and are not available to all households. The author proposes the promotion of market-based institutions like simple savings plans as a solution to this problem.
