Deliberating democracy: Scenes from a Brazilian municipal health council

The focus of this paper is the analysis of the tension between the assumptions about participation, accountability and democracy with respect to participatory governance and deliberative democracy, and the understandings and practices of these institutions.The paper seeks to demonstrate the importance of locating the assumptions within theories of deliberative democracy and participatory governance in cultural, historical and political contexts.
