South Africa has embarked upon a market-driven programme of land reform that aims to redress the injustices of a grossly skewed land distribution system, to reduce poverty, to contribute to sustainable land use, and establish tenure security. An explicit policy commitment to gender quality is integrated throughout. Implementation remains a difficult task.
