This paper discusses the strategies which humanitarian agencies adopt when they take up the challenge of advocacy in addition to service delivery. When agencies engage in advocacy the potential for confrontation with the combatants increases, and access to populations in need may be jeopardised. The author identifies mechanisms for balancing service delivery with advocacy, and discusses organizational implications for moving beyond service delivery.
