This paper examines the reasons behind targeted social programmes for combating poverty and social exclusion. Due to cost efficiency, there has been a continuous shift from universal provision to targeted schemes. This report presents problems associated with targeting in poverty reduction programmes, paying special attention to relevant World Bank publications, an advocate of targeting.
