Trade and development in Latin America has changed significantly over the past decade. A combination of trade regimes and processes of regional integration has emerged. This paper examines the political and economic context and factors that explain this shift, paying attention to the failure of orthodox neoliberalism and the rise of non-state actors in influencing the policy process. It also considers the implications of changes in trade and regional integration policy, as well as in power relations, for inclusive development.
