This paper briefly surveys the increasingly familiar answers to the three questions first addressed by the Rome Conference in 1975. -- 1. What is the world food problem? Is is a sudden, temporary phenomenon that a couple of years of good crops will take care of, or is a cyclical problem from which the world cannot escape? Or is it something even more permanent? 2. What are the causes of the widespread hunger and malnutrition? 3. What can be done to relieve hunger in that short run and prevent it in the long run, and what are the obstacles? And then attempts to contribute to answering a fourth: What should the United States in particular do about the world food problem?
