Botswana's exchange controls: abolition or liberalization?

As with many other countries, Botswana's exchange controls have been liberalized due, in part, to IMF and World Bank sponsored liberalization programmes. There is current debate as to how Botswana is to continue with its exchange control reform, given the small open economy where financial markets are shallow, and there is limited control of international capital and other economic variables.
