Governance in the post-import substitution era: perspectives for new approaches to create systemic competitiveness in Brazil

Brazil is struggling to upgrade its industries to attain international competitiveness. Such competitiveness rests not only on firms' capabilities and a stable economic framework. This paper identifies four key levels and their interrelationship. Obstacles to achieving systemic competitiveness are identified.
