NGOs are seen to be at a potential advantage over governments as agents of micro-development. How NGOs can consciously translate their potential into practice is analysed, with an emphasis on issues of management. Suggestions for NGO-government co-operation are presented. Also discussed are problems faced when NGOs shift from relief to development programmes.
