Successful governance reforms in two Indian states: Karnataka and Andhra Pradesh

This study examines governance reforms in two southern states in India's federal system, Karnataka and Andhra Pradesh. One rural and one urban reform are considered in each state. The success of each initiative allowed them to qualify as programmes providing incremental, rather than radical, changes.
