Tulay Sa Pag-Unlad, Inc (TSPI) is a case of a microfinance NGO trying to hold its organizational culture together while forces it has set in motion are beginning to have the opposite, centrifugal tendency. This report documents TSPI's attempt to meet three different goals: financial stability, targeting and reaching all levels of the Philippine poor and business development.
