Compensating for institutional exclusion? lessons from Indian government and non-government credit interventions for the poor

This paper conceptualizes poverty as the product of multiple forms of institutional exclusion of the poor from mainstream institutions. It compares the efforts of government and NGOs to provide alternative credit programmes for the poor.
