This paper examines the construction of transnational action research networks.  As an example, it explores the emergence of the Development Research Centre on Citizenship, Participation and Accountability, a network of seven partners, concerned with research, capacity building and policy influence. The paper provides the opportunity to look at challenges of building transnational networks across several levels.
