Creating high performance communities through the development of learning consortia

This paper introduces the concept of a high performance community as a necessary part of any modernization strategy for small manufacturing firms, and describes how learning consortia can become the vehicle for creating high performance organizations. A proposal for developing a learning consortium among firms in Southeastern Ohio involved in a flexible manufacturing network project is included to illustrate a possible strategy for implementation.
