Encouraging democracy in consumer and producer co-ops

This report provides legal solutions to the problem of dealing with the low level of member participation in the democratic lives of consumer and producer co-ops. The use of bylaws can solve many other problems as well as they serve to establish the internal constitutionality of the co-ops, provide guidelines for appropriate conduct, and to resolve disputes.
