Planners preferences and local innovation in tubewell irrigation technology in North East India

This paper argues, using evidence from a case study (tubewell irrigation on the Kosi area of Bihar, India) that discussions ignore or assume away a basic problem of rural planning which is simply to ensure the proper meshing of centrally provided resources with the production structures of rural India.
