This paper explores how pastoralists in Ethiopia call on each other, representatives and officials in order to achieve cooperation and influence.  This report explains that to be successful as a pastoralist in Ethiopia is to be competent and to have a voice.  Poor pastoralists say they are becoming powerless, disconnected and unable to regain competence.  The response of these leaders has been to increase the level of engagement between different pastoralists, while increasing the intensity of their public engagements with the state.
