This report aims to highlight some of the complexities of pastoral organisations and some of the constraints they face. It is not a matter of rethinking or working out a new policy for organising pastoral societies, but of describing and analysing certain problems. The document does not pretend to be exhaustive nor to define a standard model of pastoral organisations or approaches which in any case could not be applied to such diverse situations and contexts.
