The institutional and political framework of macro-economic management in Ghana

Ghana has been cited as a success story in terms of its response to structural adjustment policies implemented by the World Bank. This paper examines how this was accomplished and argues that it has merely restored (somewhat) the fiscal health of the state rather than effecting a transformation of the real economy.
