The rush to regulate: legal frameworks for microfinance

In this paper, the authors discuss the question of the regulation of microfinance institutions. They say that there is a push to regulate these institutions, and much current literature on the topic, but no historical research on microfinance supervision. They present some of the background issues and policy questions which must be addressed for regulation to take place.
