The state and rural development: ideologies and an agenda for the 1990s
Chambers highlights the problems of development ideologies in the70s and 80s, arguing for an agenda for the 90s that starts with the priorities and interests of poor rural people. Recommendations about the role of the state in this process are outlined, the guiding principle being that the state should be protector, provider and liberator.
